Who searches Johnson City's Flock data?

When a Flock license-plate camera in Johnson City reads your plate, that record does not stay in Johnson City. Agencies across Flock's national network can include our cameras in their searches, and the audit log records every request. This map animates one month of those logs: July 7 to August 6, 2026. Over a million searches that reached into Johnson City's data, run by more than 3,000 agencies, each placed at its home city or county. Press play, or drag the slider to scrub through the month. For charts, filters, and per-agency profiles, try the data explorer.

Loading one month of search data…

About the data: each row in the source export is one search that included Johnson City's camera network (a license-plate lookup, a vehicle description query, and so on), logged by Flock's own audit system. Most are dragnet queries run against thousands of networks at once, ours among them. Locations shown are agency headquarters from US Census gazetteer data, not camera locations. Statewide agencies, like state police, sit at the center of their state. A small slice of searches (about 1 percent) came from agencies we could not place and is left off the map.

The export also hit a spreadsheet row limit, so July 28 through August 2 is incomplete. The animation flags those days as you pass them.

The numbers are the start, not the point.

Johnson City's cameras are installed under a ten-year contract, and the commission still controls the audits, the payments, and the renewal. Here is where Dave stands, and how to say your piece.
